I Dont Think It Is. But Lighting Can Affect Your Eyes. I Would Best Try and Stay Away From Looking Into Light.Also Wearing Makeup Looking Into A Bright Light Makes Your Eyes Water So.

It's unlikely, but if the makeup would get in your eye, it is possible. Also, I heard of situations where girls that wear contacts had gotten eye infections because the makeup would get trapped in the lens causing bacteria to stay in the eye for a longer period of time since they were wearing contacts. To prevent this, you should ask your eye doctor and make sure that you clean your eye makeup off regularly.
